The Information Network Security Administration (INSA)
hosted a national consultative forum with executives and key officials from
Critical Infrastructure (CI) managing institutions to discuss the
implementation of the Critical Infrastructure Cybersecurity Proclamation (No.
1426/2026) and the newly prepared Designation Standard.
In his opening remarks, Mr. Daniel Guta, Deputy
Director General of INSA, stated that standard-based identification and
designation of critical infrastructure institutions is the primary and
foundational step toward bringing the proclamation into full operational
effect.
He highlighted that protecting these critical assets
is fundamental to securing Ethiopia's overall digital transformation journey,
defending national sovereignty, and strengthening state resilience against
cyber threats.
The workshop featured technical briefings on the core
provisions of the Proclamation alongside a detailed presentation on the Critical
Infrastructure and Sector Designation Standard. The sessions outlined the
risk-based methodology, objective evaluation criteria, essentiality metrics,
and dependency assessments designed to classify institutions and prioritize
cybersecurity protection efforts.
Deliberations focused on building strong institutional
synergies, joint coordination frameworks, and operational partnerships between
INSA and CI operators to effectively execute the standard and proclamation on
the ground.
Participating stakeholders reaffirmed their shared
commitment to collaborating closely with INSA to safeguard the continuity of
essential national services.
